Carl Regan is a defender who signed for Rovers in July 2009 on a two-year contract, after having rejected Milton Keynes Dons offer of a new deal to remain with them.

He was a regular in the Rovers first team under manager Paul Trollope, but when Trollope was replaced by Dave Penney in January 2011 Regan found himself frozen out of the action–Penney initially preferring to play central defender Byron Anthony out of position at right-back to having Regan in his natural spot, before signing Danny Senda as a more direct replacement. This led to Carl joining Notts County on loan in February 2011, and eventually being released at the end of the 2010–11 season.


Regan's career started at his local club Everton as a trainee but he never made an appearance for the club before being sold to Barnsley for £20,000 in the summer of 2000. His début with the Yorkshire club was to last just 18 minutes as he was sent off for a two-footed challenge on Daryl Sutch. He remained at Oakwell until November 2002 when he joined Hull City following a successful loan spell. Despite being a regular in his first season with Hull, he failed to make a single league appearance for the club in his second. He joined Chester City on a month's loan late in 2003 before returning to Hull.

Chester eventually signed Regan permanently towards the end of the 2004-05 season. He was a regular during the following season before signing for Macclesfield Town at the end of 2005–06. It was at Macclesfield where he scored his first ever league goal, in the 3-2 defeat to Boston United. He joined former manager Paul Ince at MK Dons in January 2008 where he remained for the following season, before joining Rovers a year later. Following his release by the Pirates in 2011 he signed a one-year deal with Shrewsbury Town but was again released at the end of this deal.

During the January 2013 transfer window he signed for Bury until the end of the 2012–13 season, having been released by Notts County, who had offered him a deal the previous summer.
